Jaime Bermudez, Sr., is considered the prime mover and architect of Mexico's Industrialization Program of 1965, a program which opened the country to "offshore" assembly manufacturing by foreign companies.

The federal program he helped to design has attracted thousands of companies to the cost-savings opportunities in Mexico by allowing them to own up to 100% of the operations in Mexico, bring in raw materials, supplies and equipment duty free, readily attain Mexican work permits for managers, technicians and supervisors, and, acquire real estate.

U.S. Custom Tariffs permit foreign firms to ship products assembled in Mexico with American-made components back into the United States with import duties assessed only on the value added to the product. in Mexico.

Jaime Bermudez recognized the opportunity to generate more jobs for Mexico while offering foreign manufacturers the very appealing benefit of labor cost-cutting. He established the first fully master-planned American-styled industrial park in Juarez in 1968.

Today the Antinio J. Bermudez Industrial Park has the largest single concentration of major foreign manufacturers producing and assembling products for export, primarily to the adjacent American marketplace, under the maquiladora program.

Grupo Bermudez evolved into the largest industrial development firm in Mexico's private sector, developing industrial parks throughout the country.
